Residents in parts of Socorro and Sangolda got a shock of their lives after they received water bills for the month of October that showed a six-time increase in charges. Assured by Goa chief minister Pramod Sawant a couple of months ago that they would not have to pay for piped water from September 1, the PWD water consumers, most of them holding blue-collar jobs, are wondering how to pay the bills.
