Goa: HC cancels polls to five councils for breach of Constitution, law

In a major embarrassment to the state government, the high court of Bombay at Goa on Monday set aside a recent order on elections to five municipal councils, as it was done in breach of constitutional and statutory mandate. The court also slammed the state election commission (SEC), holding that the silence on the part of a constitutional functionary is “highly detrimental” to Indian democracy.
